If opponent opens say Nc3 or C4 (english,reti) and if I play c5 with view to sicilan. Is it still a real sicilian even though white hasnt played E4?

nope, but it can still transpose to a sicilian. After 1.Nc3 - c5 2. e4 you will have one.

its not after c4 c5 then its the symetrical variation of the english opening! but as you say after Knc3 it can become the Sicilian!

Im not sure about that, i think that even after c4 c5 the game could still transpose to a sicilian. 1.c4 - c5 2.nf3 - nc6 3. d4 - cxd4 4. Nxd4 - g6 5. e4 and we have the maroczy bind varation of the sicilian.
