We obey the rules.
1) Don't make too many early pawn moves.
2) Develop.
3) Develop knights before bishops.
4) Castle early.
5) Sieze open lines with the rooks.
BUT, we still lose!!!!!!!
WHY?!!!
Having a good eye for tactics gets you a long way in chess, but also the ability to have a plan as to what you can do with your pieces if there are no tactics presenting themselves and being able to use your pieces to work towards a common goal. That is harder to learn, but your game becomes stronger when you get the hang of it.

The chess of Tarrasch's time is behind us and the best moves are often paradoxical. See Watson's intriguing Secrets of Modern Chess Strategy. It will really make you appreciate the depth of chess.

Ahh, if only chess were so easy that you could just obey a few very simple rules and win. Of course, if it were that simple then chess would likely cease to be interesting very quickly.
As someone else just said, they're simply guidelines. Learn why they are guidelines before you follow them, because otherwise you might find yourself "castling early" into the middle of a kingside pawn storm. You can't apply them independent of discretion.
