My high rating (past 30 days) is 1400. Tournaments are commonly listed this way: 1300-1400, 1400-1500, etc. Does this mean I can sign up for both? Why wouldn't they break them down this way: 1300-1399, 1400-1499, 1500-1599, and so on?
