No idea. Care to give a name as an example? Don't forget it's only the highest rating in the last year which counts.

I am currently playing in a final of a tournament where the entry rating was 1600-1650

My opponent in this final CURRENTLY has a tournamant entry rating of 1887,
which is over 200 points higher than the tournament max limit.

    How can this possibly be?

    *coughs* sandbagging! *coughs*

p.s. a person's rating chart pattern is often a good measure of how true they are playing
for instance, if their rating chart resembles a heart beat, they are [probably] sandbagging

    * people might have improved. Especially for strong players it takes time to get to their real rating.

    * Duchess64 comment is also quite valid. Permnent rating floors would circumvent that.
