tournaments

how come there are only two tournaments accepting new entries? And one is for ratings >1300 or something, and the other is waiting to fill 256 people. Can we can some smaller, not so advanced tournaments? I'm not complaining, i'm fairly new, and curious... i just want to play in some tournaments!
