Count again. He is 4 pawns down, and no counterplay at all. Black threatens Qg3 and Nh4 with game over in few moves.

Two pawns is almost always a winning advantage is the endgame. One pawn is sometimes enough. All you'd have to do is trade down, and you'd win. Plus your position's exceptional.

He resigned becuase :
A : You were winning on material .
B : You could mate the opponent king.
C : All your pieces were well defended .

Not ordinarily, no. My comment was just in general, not really in specific reference to that position, since I couldn't see it. But in general, 3 pawns can be considered practically a whole piece, as far as material deficit. And jusuh's post made it clear that the losing side had no compenstion for the 3 (make it 4) pawns.
