The man is a columnist for the Amsterdam Grachtengordel audience's favourite gossip magazine, after all. And for Dutch political television, where his spoken columns are also... very much his own.
From what I've read it seems that a friend of his, Max Pam (http://www.maxpam.nl), actually came up with the idea originally. Krabbé composed the problem which took advantage of it.

Which claims to be quoting from Krabbé's book:
"You may want to know what 0-0-0-0 means. It is 'Pam-Krabbé' castling (my friend Max Pam conceived the idea), a new move apparently in accordance with the FIDE rules (art 6.1)"
Originally posted by Fat LadyIf Tim Krabbé says it as well, I believe him. It is phrased differently in the Dutch original, but it's quite possible that he did mention Max Pam in the English translation (which I don't have).
