I recently played a game as White where I tried conventional development but Black held his pieces back and pushed me back with his pawns (203540). What should I do against this defense? It's too unconventional for any of my chess books.

There are times when it's crucial to play the position, adhere to certain positional "rules" by all means but for all intents and purposes it's necessary to slightly adapt. Book openings require the other person to play along - when they don't the book openings aren't all that useful. Against a top-notch skilled player I would imagine they'd be able to pick apart such unorthodoxy pretty simply - after all, there's a reason why book moves etc are usually played - but against a hack like me I find it a lot harder and have to concentrate much more than I would otherwise.
I lurve players like Ross Green, having played a few games it's nice to play peeps who don't play like everyone else - keeps the whole thing varied.

I've found that if youre opponent just pushes all his/er pawns up then developing youre knights early can realy annoy them. You see, knights on C3 or F3 are in a perfect position to take out forward pawns, or at least making youre opponent waste time defending them
