If anything it should stay the same or go up slightly

It does.

Only exception, which was what happened to you is when you're provisional. After 20 games rating can't go down with a win, before that it can. Read the FAQ.

Well, I am pretty perturbed with a game where - at the start of the game - my opponent was in the 1700s and now my opponent is in the 1300s!!!??? Talk about a psychological play! LOL So, now, if I lose, I lose 30 points... where before, if I win, I win maybe 10 points? And, this game happens to be in a tournament!
