The reasoning here seems to be that the term "the present" can include elements of past and future.

Aha, but here you're using present as an adjective instead of a noun (e.g., the present, the answer to the puzzle).

Your sentence could be rephrased to say: "The U.S. president now in office is attracting the world's attention."
