    Edit 1:

    If you capture the rook with the pawn to promote to queen, then you roko is captured by the king, and the new queen moves to c6 for the win.

    1. a8=Q Kxc7
    2. Qc6#

    That's two moves, but that's not what you want I guess.

    I don't see anything else that's quicker.

    Usually, Mate-in-1 problems are Retros (because a simple forward #1 is uninteresting).

    White does not have the move in the diagram, because Black has no legal last move. Black can't give checkmate, so it must be that White mates against any Black move.

    1...Kxa7 2.b8=N#
    1...Kxc7 2.bxa8=N#
    1...Rxa7 2.Rc8#
