I'm thinking March, but only where DST is observed.
    March: 31 Days - 1hr. (DST)
    September: 30 full days
    October: 31 full days

Nifty riddle, gets people thinking of days yet the answer involves hours.

Yes! I had November in mind (one hour longer where Daylight Saving Time is observed) but
March is also correct. The original problem, spoiled when the start of DST was shifted to March
from April: February, of course, is the shortest month. Which month is the second shortest?
