    with 2,000 people, if more than 0.5% picked 0%, then you're left with 1,990 people, of which 140 people would need to pick 7%
    If they pick randomly, the chance is very small, as we're asking for more than 7 times the expectance. Of course, people don't pick randomly, but then it's not really a maths question.
