What is the only move for white that will NOT lead to checkmate in the following game?

Sorry about that... the site that had that problem had FEN notation (supposedly), but it didn't come out right when I first tried to post... but it looks like the 2nd time was the charm

When I tried to insert the FEN given on that web site, the diagram came up with 3 white Kings and a white Knight, and nothing else...

It IS 1. Rc6 because after 1... Rxh7 the rook on c6 prevents the bishop on a8 from mating.

Unless you flip the board, every pawn move is mate. Then 1. c6?? will do.

I'm with you, but it takes a little bit of reasoning to realize the move is possible. Nice little puzzle.
