Not much good at these clicky clicky things...
First thing you should do is open the black door in the bottom left corner. Once you've done that, click the guy on the girder at the top. He'll cause someone to appear in the crane tower below.
From there it's all about timing!
Here's a list (in no particular order) of what you need to click on to free the balloon:
Lever in the Crane Tower control room.
Button in the Crane Tower control room
Power switch on grey building on the left
Cannon just down and right from the Power switch
Use these 4 objects in the correct order to release the balloon.
If you still can't do it, I'll spoil it for you!

Edit...omg i finally passed all levels....after 20 mins....
Spoiler for Level 1
- First click the black door below the bell so it is open
- Then click the guy sitting on the girder at the top of the screen
- Click the grey button infront of the guy in the control room to pick up a box
- Push the lever to move the crane and the box towards the balloon
- Click the cannon on the wooden beam above and left of the balloon
- Use the lever and button again to pick up the second box and put the crane back over to the left by the balloon
- Then hit the power switch in the top left to burn the rope AND THEN STRAIGHT AFTER hit the grey button to release the box
- The balloon will miss the corner of the building and float away

- Click the guy in bottom left corner, he'll move over to the forklift (If you're feeling evil click the forklift and run the guy over and laugh evilly.... then restart the level)
- Click the forks at the front of the forklift and the guy should jump onto them.
- Between the forklift driver and the lever that moves the forklift theres a TINY button that raises the forks up, find it and click it.
- Click the guy in the control room 4 times to drop 3 boxes and 1 explosive barrel. The barrel will take out the top 3 boxes.
- Click the guy again to drop another barrel, but as it reaches the end of the conveyor belt, click the swinging bar undeath the converyor to smack the barrel across to the other pile of boxes on the left.
- Repeat the 'drop a barrel, smack it across the level' procedure again so you're left with only one box.
- Click the lever on the forklift to drive it across to the boxes
- Click the guy on the forks and he'll jump off the forks onto the platform.
- Click him again and he'll climb over the box
- Click the small grey button on the lift box next to him, the lift will go up.
- Click the guy again and he'll walk across a bit
- Click the lever on the wall next to him and he'll pull it off
- Click the see-saw contraption with barrel on it and he'll throw the lever at it
- Click the guy again and he'll jump down on the see-saw
- Carefully click the lever-thing you threw NOT the see-saw or the barrel and you'll be catapulted to the roof and to level 4... well you would be if there was a level 4
