I have played him in another tournament. If I remember correctly, he was beating me in one game and then he timed out. Anyway, I think I will avoid this tournament.

And on the flipside we have a 1800-2000 (2064 highest rating ever) player in a 0-1300 tournie (timed out a lot of games a year and a bit ago - 95% of their lost games is by timeout)

This guy is at best a rating fraudster, at worst an engine user. He's choosing to play in that bottom-fishers' tournament and let other games time out. If he has any moral values they aren't on public display.
