Yes, that's another (better?) reason. The new 3/7 & 1/14 league seasons have already or are about to kick off either side of Xmas. That's 36 tough games for people playing in both. Throwing another 28 games on top could break a few backs. Could be why Champ numbers are down.

How are the groups put together?

Clearly not by seeding.

In my group, for instance, I'm top seed by 200+ grading points, but one of the lower graded players in the pool.

So is is just random?
