Alpha Banded 6x6 Question

I see it says banded, but anyone can join? does this mean the groups are going to be banded within? then the winners play off, which obviously then wouldn't be banded anymore ?

I have the feeling Chris or Russ made a mistake or something, forgot to enter some variables...?

I think banded might just refer to 6x6 etc... Makes sense cause all the rating limited tourney's I've seen are 3x3 or 4x4 or something like that.
