Challenge problem in 21-day ladder.

I finished some days ago my first challenge game in the 21-day ladder competition, but are still not able to challenge a new player. There are 3 vacancies among the 10 players above me, but I see no way how I could challenge any of them. I possibly miss something. Any help?
