What does that mean if a tourny group is "group decided"? How does this occur?

"Group Decided" occurs when not all games in the group have finished yet, but the winner(s) of the group is known.

Once all the group winners are known, the tournament proceeds to the next round. It's possible for a tournament winner to be known before all earlier round games are finished.

Tournament 2060 should begin round 2 pretty soon. 🙂
