Limited Tournaments (?)

Are there any ideas floating around about limiting the entry of a tournament based on a players (overall) rating history - and not based on the last 100 days, another words, if a players highest overall rating was a 1650 (say 5 yrs ago), then I think there should be two different tourneys (whatever name is used for the tourney) - 1 for players w/a rating below 1650 and 1 tourney for 1651 rating and up players.

I think this might help with the elimination of SOME of the sandbagging going on and give players like me (dumb, blind & stupid) a sporting chance in a tournament!

However, since I do make quite a few stupid moves - the jury is still out on that one.
