Someone get dooser out of the 1600-1699 band please and put him in the 1700. If I can get my rating high enough within a day or to I'm elegible to join but I won't if that 1900 player is in there.

You're right.
At this point,why not return to the highest rating ever for elegibility in banded tournaments?
.........or at least a highest rating in the last three months.
As it is now the highest rating in the last month is only a good opportunity for rating manipulators and banded tourny-abusers.

That's one of the reasons to have tourney mods. To give them the power to put people like dooser into the proper band, and let people play at their skill level.
