A seperate rating for Tournaments is the only way, let's make it happen! this has been an issue for donkey's years now.

How about using a players Average rating say for the last 50-100 games as criteria?
Wouldn't help for those whose rating drops 500/600 points as a result of timing out on a heap of games. Average rating for a 1900 player dropping 600 points over 100 games would be around 1600.
Drop the rating by 800 points and you average out at around 1500.
You have to look at it from the other direction too, until they regain their true rating, people rated around 1800/1900 who get beat by them lose a lot of points.
All we can do is pour scorn on these saddoes.
