Tournament start time

How long after a tournament is set up does it start?
Like if it doesn't fill up, how long does it sit before it starts?

oh yeah, and if a tourney doesnt fill up, and say it is a tourney with groups of 8 with 38 players, how are the groups decided?

A tourney starts when the main man puts the hammer down
If a tourney is meant to have groups of 8 and you have 38 entrants you'll get 3x8 and 2x7 (as simple as that)
