Please let me get this right. if you are out of time bank and you are down to 1 day, when you move you get an extra day?

If you depeleted your timebank, and then when you continue to move you'll only be able to move in the timeout.

e.g. I depleted my 7 day timebank, each time I move I still get 3 days of timeout to move, but I no longer have timebank remaining to use.
