Generally speaking tournaments are restricted to subscribing players only but having said this, there is two non pawn-star tourneys in progress at this time.
The site requires funding to run it which comes from subs and sponsored ad's from the non PS pages.
To have too many non sub tourneys would eventually overload the site resources, including the personnel and with no incoming funds for upgrades etc.
$USD14.95 is a very small fee given what the site offers. Hope this explains and that you will subscribe and so then be able to play the tournaments.

Non-subscriber tourneys are a sort of introductory "special" that runs on occasion, and it's completely up to the discression of the site administrators how often they run. As Sceeter already well explained, running a site with this much traffic costs money, and takes a lot of effort to create and maintain.

Approximately 15 dollars a year is not much to ask for access to all the features.
