Where do you create tournaments?

I'm looking around but I don't see where to start or create your own tournaments. Are only certain people allowed to start a tournament?

Yes, only when you're a Clan Leader you can create Private Tournaments.. or when you're managing a Club..

When either one applies to you, then you create one at:
