Timeout suspension

Due to a mail outage which lasted just over 1 day, timeouts have been suspended for 2 days.

Does that mean the timeout clock does not run for 48 hours? Or that a timebank might expire but you cannot claim a timeout for 48 hours?

It just means you cannot claim the timeout.

Exactly at what time does the timeout expire?
Also since the games' time stamp does not reflect the time reference (Greenwhich, U.S PST, CST, etc.), it is difficult to figure out an
actual expiration time for a game.
