I know the meaning of 'dumb' and you asked a dumb question. Humanity does not impose trade sanctions, countries and groups of countries do. Why not rephrase the question instead of argueing ?

I first have to try to figure out what he is getting at. If I go with the 'spirit' of the question the obvious answer is Yes. Imposing a trade sanction is the right of all countries, and no law or authority can deny this right.

So he must have meant to ask a different question.

Assuming we can define a sense of humanity that includes all good things to all people, without enshrining any predjudicial malice towards anyone, then you would say yes. If you represent a particular concentration of evil that would assert its rights over the many, who would rather have a fair and equitable society, then humanity should apply trade sanctions against you.

However, it seems that the very act of wielding power tarnishes the better angels of our nature and it would unfortunately seem that regardless of the rights that a particular defensive or protective action would uphold, that from a different perspective it can also be seen as but another ongoing example of an insular arrogance that would accuse those being attacked, of the crimes that the power self righteously proclaimed in the name of humanity, is indeed itself comprehensively culpable and capable of.

Unless we as humanity can design a system that can be administered by "clean hands", untrammeled by the past and impervious to the specious claims of special interest groups into the future, then maybe humanity has a chance. But as with everything else its not the concept per se that is problematic, but the people who would administer it over time that is the cause of greatest concern
