Damned if I know. It started as a reprisal mission with the object of destroying AQ in Afghanistan. That was largely accomplished.

The US government's long term insistence on staying there seems related to putting military pressure on Iran or even using bases in Afghanistan to strike at that country. It's possible that economic reasons like oil pipelines are also in play.
