If I was a survivor I would want the perpetrators to be hunted down and I would not want a few missiles launched into towns killing hundreds of bystanders because "we know there are terrorists in there somewhere". I have no sympathy for bombers, whatever their nation.
If it's the justification for random slaughter then you should know what the word means, regardless of which side you're on.

Ever heard of ostensive definition? If not look it up as there is nothing like it for demonstrating meaning.

The dictionary says "definition by examples". That hardly applies in this case when all opposing sides all over the world can quote examples of the other side slaughtering the innocent. Unless you are saying every conflict involves terrorists on both sides? I would agree with that.
