You can't. There are only a few countries for which American citizens are allowed double citizenship. Israel is one of them. Apparently Switzerland as well.

During his interrogation Pollard said he felt compelled to put the "interests of my state" ahead of his own. Although as a U.S. Navy counter-intelligence specialist he had a top-secret security clearance, by "my state" he meant the state of Israel.

To be fair, the Bush administration was as motivated to give illegal aliens amnesty as is the Obama administration.
This is one of those things where we end up getting screwed in a bipartisan fashion.
