Being a good citizne = rights

Apparently children in public schools are being taught that being a good citizen earns you your rights instead of them being inalienable rights that come from God himself.

This is understandable, seeing that our centralized government is all knowing and all powerful. We are now to look to them for our collective salvation. Without their blessings and being allowed to enter their utopian paradise, we have no rights. We must then sit before the judgment throne of our political leaders to be deemed "good" or "bad".

For example, if you are a conservative then you are "bad", and the IRS can come after you with impunity.

The handout reads more like a piece of fascist propaganda to me, suggesting that patriotism is a requirement for being a "good citizen."
