Finns treasure education and they are natural readers. No matter is a 5 million population, the editorial industry does good with a language only spoken here. Plus, it is an asset to have Russia next door: It reminds Finns how low they can go if they don't invest in education and respect the laws.

The critical ingredient in the 1970s reform was "to decide it was better to push up the bottom level to the middle than to push the middle to the top."
Only a socialist government could have done that!
On the other hand you have the right wing systems which leads to "excellence at the top and mediocrity at the bottom." and a society of exclusion.

A Social Democrat government can do that as well. And that's exactly what happened in Finland.
