Simple. The Constitution does not mention anything about student debt, but it sure does mention that 'there is no way' (something to that effect) that a President can dictate monetary decisions in areas which fall under the province of the Congress. So, since ONLY congress can rule on such matters, make laws on such matters, then, ,,,,,,,,well, Suzianne, the President can't.
I would think you would like that Constitutional directive, which keeps presidents like President Bernie Sanders from running willy-nilly with our money!!!
