That is not, and has never been, the law.

never mind, I found the answer. There was no legal agreement according to PA law.

“ Instead, “such immunity can be conferred only upon strict compliance with Pennsylvania’s immunity statute, which is codified at 42 Pa.C.S. § 5947,” and which requires the court’s express permission. None of this occurred. Worse, Castor waffled on whether he intended to grant transactional immunity or use immunity, undermining the notion that a binding agreement was reached.”
