Having worked in government myself, I find the general rule is: if you have to pick between an evil conspiracy and sheer incompetence as the explanation for why something happened, go with the sheer incompetence every time.

Why don't you start a "Putin is evil thread"? You could mention how he's bullied his neighbors in Georgia and the Ukraine, or how he's squelched free speech and nationalized the gas and exploration company Yukos. Personally, I’d like to see a discussion of the treatment of Mikhail Khodorkovsky and whether he thinks Putin is evil.
