not that i'm into conspiracies but here goes a slab of assertion, conjecture and assumption.(actually a very good legal team, but ask for a plain english transcription of their defintion of pro bono)
prior to 911 the forces of evil in the world had dissapated a bit such that america had become the only superpower. problem with that scenario is that considering its historic support for democratic institutions and general humanist leanings, the world could now reasonably expect a bit of peace and a little re-distribution of the almighty D. not good said the men in grey suits, its ours not theirs they'll just have to grab it for themselves like anyone else.
spy plane downed in china. sabres start rattling. north korea looks menacing. boys in the boardroom start to relax as some of that cold war tension starts to pervade the air. hey guys you know those guys related to those other guys who control all that oil who helped us kick some ruski butt, well hey they're willing to become public enema no.1 for a small fee. the guy doesnt care cos he's witness relocation just involves a shave. anyway's that ole satan in iraq's done what we supported him to do. keep iran in check and to tell the truth he really has lost all of his marbles. last time we were there he kept muttering about building a golden statue and getting even with some guy named daniel(very oblique channelled past life OT reference)

If you take a real critical look at the picture the argument could be made that it is a fake, either staged with ketchup or a Photoshop retouched picture.
At first glance the little appears to be badly hurt or dead and appears to have lost her foot.
If that were the case without immediate medical attention she probably would have bled to death.
The fact that her arm is not hanging down would suggest she is not dead but I would imagine anybody with those injuries would be in great pain.
Have a look at her face she is not wincing or anything and has a peaceful look on her face, in fact it is very close to a smile.
