Conservatives like to pay lip service to "States' rights" (the Framers would find that a contradiction in terms though they certainly wanted many powers to be left to the States) but SR goes by the boards when it's inconvenient for the wealthy and big corporations. The proposal we are talking about which is pushed by conservatives would invalidate regulations in all 50 states as to what must be contained in an insurance policy sold in that state. And another proposal of their's often linked to health care is "tort reform" which would impose national standards which would wipe out all state laws and centuries of common law regulating medical malpractice and related torts.

Obama's name alone isn't enough to do it, but if he goes about it using tactically sound techniques he can be an asset.
In other words he's no longer a hugely positive name that by itself will bring results. But it's also not as if his name is mudd, like Dick Cheney during the last elections.
