expansive asides aside, and as some regulators conclude enough reason to continue demonizing the demon weed, I mean if everyone dropped out their concentration on the topic at hand or burst into uncontrollable giggles at the slightest pretext or ran screaming because of an attack by child phantoms, then surely their concern is warranted. Can you imagine a stoned army in the midst of battle giggling about losing their advantage over the enemy and not caring about being captured because they could role play this dungens and dragons fantasy they've been having?

That might happen if you were drunk, but not stoned. A stoned soldier would possibly just zone out, lose all perception and get sniped or ambushed or something, but not like you're describing it.
