I believe that people from minorities can have 2 children (there are 56 nationalities in China, the biggest being the Han people, but each province seems has its own "people" ).
There is a minority in china that is matriarchal, so if the do not concieve a girl in the first two children, they can pay the government for the right to have more, i'm not sure if that is also the same for other minorities.

Nothing to do with the cost of the welfare state. People are having fewer children because they want fewer children. Families are smaller regardless of income.
