I think it was introduced primarily for economic reasons (reducing the use of natural resources, reducing unemployment, encouraging saving, etc.)
I'm not sure they were 'breeding like rabbits' before the policy was introduced, but population growth is logarithmic. They were using a quasi-malthusian argument - and claim the population to be several hundreds of millions lower than it would otherwise have been.

I think high population has a lot to do with good quality arable land (and growing seasons).
The US whose population depends on transported food, does not show that pattern, but much of the rest of the world does. Look at the nile. Look at the Niger delta. Look at India.

Looks like they have exceptionally high population density. Also consider that Europe, the USA, and Russia are all of comparable size to China, but they have more people than any of those.
