You see, the US has various laws in place which grant the intelligence community various rights. Like sharing personal data they’ve collected. So, personal data is sold to companies who are not goal-bound. And they sell it on to commercial businesses.
So, it’s not just sniffing around in people’s private lives. It goed way further. Hence that the EU’s EDPB have withdrawn the compliance status of the US.

- collecting and analysing data
- and in the above quest, to use as many informers as possible (more sources confirming X makes X more likely).
When governments use propaganda techniques, they may use data supplied by the intelligence services (to form policy), but they won’t use those services to carry out the propaganda. That’s not what those services are created for.
