No. And he never claimed he did either:
Media reports stated that Al Gore claimed he "invented the Internet." — Al Gore [C,M]
During a 9 March 1999 interview on CNN's Late Edition with Wolf Blitzer, Gore stated, "During my service in the United States Congress I took the initiative in creating the internet. I took the initiative in moving forward a whole range of initiatives that have proven to be important to our country's economic growth and environmental protection, improvements in our educational system." Seems like the ever spinning and blatantly propagandish right-wing capitalist scum have been perpetuating porky pies...
The next thing we know, they'll be claiming some mad Middle-Eastern dictatorship has nuclear weapons!

I have as many problem with right wing media as any other sane person, but isn't the distinction between creating or inventing a pretty paper thin distinction anyway?

His choice of words is fine when you consider exactly what he was talking about. The distinction is clear. The "right-wing" media pounced on the paper-thinness thing because taking it out of context made it possible. The "right-wing" media also pounced on his comment about being one of the inspirations for Love Story (with Ryan O'Neal et al.) but dropped it when the writer confirmed that it was true.

just today newsweek repeated the canard that geoge bush the elder didn't know the price of milk at the checkout line .... several persons other than the reporter who made it up discounted the story.

I suppose in some ways it explains the obsession with climate change.
