I would say the ABC News reporter is wrong for the simple reason that it's not worth the money to try and locate lost pets using this method.

The administration has already used a drone to kill an accused terrorist citizen overseas, and argued for the propriety of using them domestically.

Can you see drones being used to stop high speed chases, or issue parking tickets? Perhaps determine if your grass is properly trimmed? More likely is that they might be deployed to take out dangerous criminals like a Chris Dorner, or any American Obama decides is the right target. Imagine Bill Ayers in his youth having such power.
