Many believe what Trump did saying to buy his stock a few hours before was insider trading. It may be difficult to prove, I am no lawyer not even close. Buy DJT sounds like it could be!

Exactly when it was said I believe would be how it was looked at. It appears very underhanded I don't like the optics of it all. Question would be how many knew before the announcement was even made, that we may never know!!! I do know some got a little richer from it.
