You know nothing about government waste.

The military "loses" pallets of cash in the Kenyan desert all the time, just because they don't know what else to do with it.

The NIH, exactly the opposite. Productivity is the main metric. Every single dollar is tracked, linked to outcomes, and policies are adapted on a regular basis to emphasize areas that are productive.
