War is politics by other means -- a settling of conflicts between nations. Part of it involves soldiers shooting at one another -- a very small part.
Acts of terrorism, as you call them, just imply that a war is beginning. In war, everything is justified -- everything. There are NO rules. The only reason you occasionally avoid doing something is in hopes that a "gentleman's agreement" will cause the other side to also refrain.
That's what makes war the most barbaric, insane, savage, brutal, unproductive, horrendous activity the human race ever embarks upon.
So if you want a minimum of tears in children's eyes, think carefully before you sing patriotic songs and proudly declare that you "refuse to negotiate", thereby goading opposing nations into war.

To some Americans, Hiroshima was justifed. To the Japanese not. To some Nazis the Holocaust was justified -- to the vast majority of others, no.
'Justified' acts in war isn't even a concept that makes sense. One can say that everything or nothing is justified in war -- war itself isn't justified or unjustified any more than a lion killing an antelope. War is naked force against force.
The conventions that try to make war 'civilized' are just an admission that we have dismally failed to eliminate the injustices that lead to war -- and therefore expect wars to continue.
What could be more pathetic (or short-lasting) than the notion of a 'civilized' war?

you raise valid points though... i dont think you worded your first post too well, it implyed in war everything is justified and we can do what we what... maybe we can, though it would be nice to think there is still humanity in war...
i am sure many would say the acts that take place during war is without justification... maybe they're right, maybe war is a reason for us to treat our enemy our we wish... i've never fought in a war so i guess i have no idea where it would take me
