Pretty rare for the ICC; one of only 2 world leaders ever to be tried while in their custody (the first was a former president of an African country).
The fact that Duterte was turned over by a political rival is interesting; Marcos can rid his rival and claim some faux righteousness.
Does this mean we'll be seeing a lot more political rivals turned over to the ICC? If Maduro ends up not being convicted in the U.S., Trump could turn him over to the Court, who has an active investigation against him. But then again, this is a double-edged sword if the rival handing you over is also a dictator.
