I think Cuba's healthcare system goes a long way to refute the idea that it is a dictatorship.

But I don't think it is helpful to say that one nation is a democracy and another isn't.

Cuba and the US are both democracies, I'd say the interesting question is which of the 2 is more or less democratic.
